If you have been through a first and second interview and you are looking to express your thanks and remind a company about you then it is a good thing to do. It brings your name to the forefront of their minds again once they have finished interviewing and getting ready to make some decisions.
Make sure that when you do write your letter then you recap over discussions that you have had in the first two interviews as this will show that you have paid attention, taken what they have said on board and it might be an idea to do some more research and throw this in as an afterthought that you have thought about it since your interview etc.

I am very interested in the role that we have been discussing at both interviews and would really like to work for COMPANY NAME. My skills cross over greatly and I feel that I have some good ideas on how to develop the role and help build the business further.
Since the second interview I have been looking into the role and your company further and feel that I could bring X.Y and Z to the role that would help to drive business further.
