If you are job hunting and in the process of applying for a few roles but not specific ones then you are sending your CV to companies speculatively to see if that company has a role in which they would need your skills for.
It is important to do your research into the company that you are speculatively applying to so that you can express an interest in what they do, what attracts you to their company and briefly explain why you have targeted them and would like to work for them.

When a company may not have a vacancy it is a waiting game to see if they will need your skills in the future but doing a good covering letter to send with your CV shows that you have been thorough so far in your research and are interested in their company enough to approach them.

Dear Sirs
I am writing to express my interest in working for your company.
At present, I work for an (insert type of business) company as an Acquisitions Administrator and have been considering progressing for some time, whether it is in a similar role, or in something which would present a different challenge entirely. I am hoping that such a vacancy exists within your company.
In my current job, I have obtained skills in (skill1), (skill2), and (skill3) that I feel will aid me greatly and allow me to fit in well with your existing staff. You will find that I have an excellent work ethic, and I am exceptionally hard working and willing to learn to improve my performance in the workplace. I have detailed my skills further in the attached copy of my CV for your perusal at your earliest convenience.
Should you wish to interview me, I can be available at short notice. I can provide references at the time of the interview should they be required. I look forward to hearing from you.

Speculative Cover Letter
Dear Sir/Madam,
Speculative Application for (what area or department if you know related to your skills)
Please find enclosed my CV as a speculative application to work with your company (or use the company name here).
(This is the selling paragraph where you need to explain about your skills and experiences, paying particular attention to the company in question, what they do, how can your skills be valuable to them, in what area, what do you think you can do for them. For example: I note from the research that I have done into your company that you are interested in Fashion focused individuals and I believe that after many years in the fashion industry working as a Buyers Assistant that I have the skills that are transferable to your company.
I am an excellent communicator and work in a hands-on manner paying great attention to detail to my work and the projects that I am working on. I am very eager to learn new skills to enable me to be successful for a company.
